What are the eBay seller performance standards in 2026?
eBay seller performance is evaluated on the 20th of each month. To stay above the minimum, keep transaction defects at 2% or less and cases closed without seller resolution to 2 (or 0.3%, whichever is higher). Top Rated needs defects of 0.5% or less, late shipments of 3% or less, 95% validated tracking, 100 transactions and $1,000 in US sales over 12 months. Below Standard adds 6% to final value fees.
Key takeaways
- Three numbers decide your level: cases closed without seller resolution, transaction defect rate and late shipment rate.
- Top Rated also needs 90 days on eBay, 100 transactions and $1,000 in US sales over 12 months, and 95% of tracking uploaded and validated.
- Top Rated Plus listings (same or 1-business-day handling, 30-day free returns) get a seal in search and 10% off final value fees.
- Below Standard means lower search placement, no Promoted Listings, possible fund holds and 6% added to final value fees.
How does eBay measure seller performance?
On the 20th of every month eBay looks at your recent transactions and calculates three metrics: cases closed without seller resolution, transaction defect rate and late shipment rate. If you had more than 400 transactions in the past 3 months, it counts those 3 months. If you had fewer, it counts the last 12 months.
A transaction defect is either a seller cancellation for a reason like out of stock, or a buyer issue you did not resolve that eBay then decided against you. eBay only counts paid transactions, allows one defect per transaction, and will only rate you Below Standard on defects if they involve more than 4 different buyers.
From 15 October 2026, eBay Live transactions no longer count in seller standards or service metrics, including past ones. eBay says Live performance will be reported separately. Service metrics, a separate measure, compare your 'item not received' and 'item not as described' rates with similar sellers.
What are the eBay seller levels and thresholds?
| Metric | Minimum (Above Standard) | Top Rated |
|---|---|---|
| Cases closed without seller resolution | No more than 2, or 0.3% of transactions, whichever is higher | No more than 2, or 0.3% |
| Transaction defect rate | No more than 2% | No more than 0.5%, from no more than 3 different buyers |
| Late shipment rate | Not used on its own to rate you Below Standard | No more than 5, or 3% of transactions |
| Tracking uploaded and validated | Not required | At least 95% of transactions, within handling time |
Only Top Rated is public: it shows on your feedback profile. Above Standard and Below Standard are visible only to you, in the Seller Dashboard.

What are the eBay Top Rated Seller requirements?
On top of the performance numbers above, eBay requires an established sales history. You are upgraded automatically on the 1st of the following month if you meet all of these at the evaluation:
- Your account has been active for at least 90 days.
- At least 100 transactions and $1,000 in sales with US buyers over the past 12 months.
- You comply with eBay's Selling practices policy.
Top Rated Plus is the listing-level badge most sellers mean by the Top Rated seller logo. Once you are Top Rated, any listing that offers same or 1-business-day handling and 30-day or longer free returns qualifies. Those listings get the Top Rated Plus seal in search results and on the listing, and a 10% discount on final value fees, calculated on the total sale including shipping and tax.
The discount does not apply to the per order fee, or to extra fees in categories where your 'item not as described' returns are rated Very High. On eBay.com you must be a US resident to get it.
What happens if you fall to Below Standard?
eBay applies some limits straight after the evaluation and others from the 1st of the next month:
| When | What eBay may do |
|---|---|
| Straight after the evaluation | Place your items lower in Best Match, lower your selling limits, block Promoted Listings (no new or edited campaigns), hold funds until tracking shows the item is on its way, and stop you deducting from refunds for used or damaged returns |
| From the 1st of the next month | Add 6% to final value fees on US sales; 7% after four or more consecutive Below Standard months |
| After an extended period | Downgrade your Store to Basic, restrict selling on your account and related accounts, or stop you registering a new account |
Separately, a Very High 'item not as described' return rate in a category adds 5% to final value fees there (6% after four months). If you are Below Standard and Very High at once, only the Below Standard surcharge applies.
What is eBay seller protection?
eBay seller protection is a set of safeguards that remove defects, feedback or costs when a problem was not your fault. eBay's seller protections page, checked 7 October 2026:
- All sellers, abusive buyers: if eBay finds a buyer broke its abusive buyer policy, it removes the related negative or neutral feedback and defects.
- All sellers, events outside your control: late deliveries caused by severe weather or carrier disruption, or where tracking shows you shipped on time, do not count against you.
- Top Rated sellers: protection against false 'not as described' claims and items returned used or damaged, if you are Top Rated at the time, live in the US or Canada, have no Very High service metric, listed on eBay.com and offered 30-day or longer returns.
- Payment disputes: on eligible transactions eBay covers the disputed amount, waives the $20 dispute fee and removes related negative and neutral feedback.
You can lose protection by shipping with a slower service than the buyer chose at checkout, not honoring your return policy, selling counterfeits, taking sales off eBay, or abusing the protections. Items outside eBay Money Back Guarantee, such as vehicles, real estate and services, are not covered.
Does eBay seller protection cover a lost package or item not received?
Only with the right tracking. When a buyer opens an 'item not received' request you have 3 business days to resolve it. To be protected, the tracking must come from a carrier integrated with eBay and show the ship date, the delivery date and the delivery address. For orders of $750 or more (item, shipping and tax), it must also show signature confirmation, unless you shipped with eBay International Shipping.
Without that tracking, eBay's guidance is to refund the buyer, including when a package has been in transit without movement for 7 days or more. If eBay steps in and finds you responsible, you get no fee credits and the case counts as closed without seller resolution, which feeds your seller level. You can appeal with new information within 30 calendar days. Report a missing package to the carrier too.
At volume, these rules are an operations problem, not a customer service one. For brands doing $100K+ a month, our eBay team watches defects, tracking uploads and late shipments every week so the 20th of the month holds no surprises.
